Default Intel 865GBF abnormal start up

Recently, I bought a original Intel 865gbf mobo, Processor P4 2.40A,
Kingston Memory 512MB, case delux m426n, power supply 550W, Windows XP
SP1.

The problem is that when I switch on the voltage regulator in order to
power up the system, it start immediately, without press the power on
button in the case.

Then I shutdown the system and I can start it normally. (¨Pressing the
power
on button).

The problem returns if I switch off the voltage regulator and switch on
it again.

I suspect that the problem could be in the power supply.

Can somebody orient to me?

Thanks from Colombia.

It could be that is just how it works. We have PC's at work that will do the
same thing when you power up initially. But after that the power to the PC
is left on.

If you use the PSU on/off switch instead of shutting down Windows properly
this can happen.. Click the start button, turn off computer, turn off, turn
off the monitor, wait for the computer to completely power down, then cut the
power or hit the off switch on the PSU or surge protector..

Some motherboard BIOes have a special power-on feature that tells the
motherboard to start up automatically when the power is "restored." This can
be known as "Power-On State."

Hope this helps.
