Error Connecting to GPRS Connection

Default Error Connecting to GPRS Connection

After installing a GRPS datacard software, a WCM Modem [GSM] and GPRS Connection is created. When start the GPRS Connection, the following message is shown:
Opening Port...
Dialing...
All devices connected
Verifying username and password...
Registering your computer on the networking...
And then, here is the error:
Title: Error Connecting to "GPRS Connection"
Disconnected
Error 31: A device attached to the system is not functioning.
[Redial] [Cancel] [More Info]
How to resolve it? Any idea is welcome!
