Sounds like he wants to use trial software that runs out after a period of time. In order to reuse
it he needs the fresh install of windows so there is no memory of the software in the system.

Worth noting restore of non-boot partitions can also be done from within
XP, system partition restore is the only time you need to boot from CD.

I wish they hadn't removed the option of imaging from the CD boot
environment, but I suppose they sell more copies.
