Default Copying hard drive to harddrive

my old hard drive has alot of programs on it can i copy fron 1 drive to the
other

Yes...but what do you plan to do with the programs when they
are copied to the other hard drive?

No intrusion meant. The answer would have been different if
the reason for copying the application files to the second HD
were to run them from there. Routine backup of data, information,
picture, etc., files to another location by copying is normal.

You can copy whatever you like but programs will not run on the copy.
If you wish to make a clone/backup of a sys drive you should use a third
party tool eg Ghost, Acronis
Perhaps tell us exactly what you want/expect to achieve
