Desktop & windows explorer flicker

Whenever

[1]. the windows explorer has the folders showing in the explorer bar

**and**

[2]. when a non-generic folder icon [not the manila folders, even if the
manila folders have a "decoration" inside] is in view in the explorer bar,

*then*

both the desktop and the explorer bar flicker between generic folder icons
and the special icons [ CD drive, control panel, network window, etc. special
icons]. In other words, the icons flip back and forth from the special icon
to the generic manila folder every second or so.

This is driving me nutty. Any suggestions?
