After that it gives the message that it is succeeded, but still the tab isn't
there.

Reboot is required for the change to take effect. If that does not help, see
if there are any Policies set for Offline folders.

Open Gpedit.msc and go to:

Computer Configuration
Administrative Templates
Network
Offline Files
