I'm having this identical problem after installing updates on
2005-Dec-18.
My machine is a component assembled (non-branded) P4 box, the
components are all very high quality, it's not hardware related as it
boots
into the testing WinXP install (not updated yet) just fine.

> I can only login using Safe with Command prompt.


I cannot even login to Safe Mode with that install, I get a continual
reboot
unless I F8 and select the option to 'don't restart on system failure'.


This is the second time in 3 months that updates have caused my
computer
to stop working.

Someone from Microsoft better have a good idea how to address this
problem
and soon. Those Mandrake discs are starting to look really good right
about
now.
