Found problem in Win.ini using msconfig...now what?

Default Found problem in Win.ini using msconfig...now what?

I recently began having problems when restarting- 90% of desktop icons were
replaced with generic program icons then after a few seconds windows explorer
would crash. When starting in safe mode icons reappeared , so I used msconfig
/selective startup to quickly (lol) determine the cause. It's in a folder
called ' annie ' with the item *'Frame Rate=666666' (*see below) the
apparent culprit.

[annie]
CaptureFile=
VideoDevice=0
AudioDevice=0
;msconfig FrameRate=666666
UseFrameRate=1
CaptureAudio=1
WantPreview=1
MasterStream=-1

My question is what and how should I deal with this so I can resume normal
restart ( I'm still in selective startup )?

I'm using XP Pro-SP2 w/NOD32,Trojan Hunter,MS Antispyware,
Spysweeper,WinPatrol plus,Firefox 1.5 -all regularly used & updated.

Just copy the existing win.ini so you have a backup and delete the [annie]
section and boot again. If problem is gone [annie] was the problem and you
can try to figure out what it is for. Remember, win.ini is not normally
required for XP unless there is some older program, i.e. Win98, you're
running.

I might be an OldHead but these are still new tricks for me, so... when I
delete, is it just from Notepad or do I need to delete anywhere else e.g.
registry settings?
Also, any tips on trying to find out what this was for?
