When i press Ctrl + Alt + Del; the TaskManager appears, however the window is
just a dialog without the title bar or the menu bar. Keyboard shortcuts to
menus (Alt + F) don't work...

Hi,

Task Manager is running in Tiny Footprint mode.
Double click on the outside border of the window to regain the tabs.
Task Manager Menu Bar and Tabs Are Not Visible in Windows XP

Try double clicking on the border around task manager.
