Default computer continually restarts

I have a gateway desktop running windows XP. Yesterday it was running slow
so i did a system restore and when it rebooted it gets to the gateway screen
then the computer turns off and restarts. it keeps going and going like
this. i tried starting in safe mode and in last good configuration and the
problem continues. I don't know if this is related but for months now i have
been receiving an error message about a change in the attribute seek error
rate. I hope someone can help.
