Default How to put windows help into trusted zone?

Summary: Windows XP Pro on a Dell Inspiron 600m, 2 Ghz Pentium M, 1 Gb RAM,80
Gb disk with about 18 Gb free. Windows is up to date.

When Windows goes into help mode from the Control Panel (for example, I go
to Control Panel -> User Accounts, then click on "Learn about - User
Accounts" in the left column), the window changes to an Internet Explorer
type window and the address shown in the address bar is:

ms-its:C:\WINDOWS\help\nusrmgr.chm::/HelpWindowsAccounts.htm

The problem is that I don't have many permissions on for the Internet Zone
(even though it says the zone is My Computer), and there does not appear to
be a zone for places in "My Computer". So I get the message "To help protect
your security, Internet Explorer has restricted this file from showing active
content that could access your computer. Click here for options..."

Even when I tell it to allow blocked content, the window doesn't work
properly (can't click on the choices given in the window).

IE's help "Understanding security zones" says "In addition, any files
already on your local computer are assumed to be very safe, so minimal
security settings are assigned to them." This is [apparently] false, since
the help program is strongly restricted.

Then it says "You cannot assign a folder or drive on your computer to a
security zone." But I can add a shared folder by using
file://computername/foldersharename/directoryname/webfilename.htm. Of course
if I want it to work, I have to use this form of address for the browser
instead of just navigating there from File -> Open -> Browse.

So I figure there must be some way to specify the help program, but I'm
baffled how to do this. It seems to have accepted "ms-its:" and
"file://ms-its:C:" in the website list, but that doesn't help.

Any help would be appreciated.

Read Microsoft's KB article 315933 on how to get the My Computer zone
displayed in the Security tab of the Internet Options applet.
