Default problem w/user accounts: help please

Can anyone please point me at a solution for the following: several user
accounts, set as administrators, suddenly cannot make simple changes, like
open the recycle bin, change wallpaper/screensavers, etc. Any ideas?

Log on as Administrator and check settings? Start, Control Panel, User
Accounts.
