Windows XP start menu problems

Default Windows XP start menu problems

When I click on the start menue and then on "all programs" the computer
freezes for a while, then a grey screen shows up and then eventually my start
menue programs show up. This takes a significant amount of time, sometimes
over a minute. My only other problem is that when I do a system restore it
goes through the process but crashes after the computer is rebooted with a
message about it being unsuccessful.

Software works good, internet works good.

I have ran Norton antivirus, defragmented, etc. to no avail.

Any comments??
