"All Programs" button on task bar does not open when clicked.

Default "All Programs" button on task bar does not open when clicked.

"All Programs" button on task bar does not open when clicked. How do I fix?
Prior to this happening, I did the following:
In ADD/REMOVE Programs, I uninstalled Encyclopedia Britanica and Smart Draw
programs.
I attempted to restore system to point prior to this change, but still no
results.
Before I make mess, I thought I would ask.

Hmm....you shouldn't have to click to open it. Have you tried hovering
over it for an extensive period of time? Computers with many
applications/slow processors might have trouble loading the start menu.

Processor fast enough. I have tried hovering over it for an extensive period
of time, still no response. I must have done something when I removed two
programs, I just do not know what.
