Default Disable MS-Dos for user account

How do I disable the MS-DOS where it is only accessible under the admin.
account?

ME was the last version of Windows to have MS-DOS.

A user with limited permissions cannot do any action through the command
prompt exceeding the permissions granted.

thanks, i'm new to this, are the permissions determined locally by virtue
of it being a non-admin account or on the network?
