How do I disable the MS-DOS where it is only accessible under the admin.

ME was the last version of Windows to have MS-DOS.
A user with limited permissions cannot do any action through the command prompt exceeding the permissions granted. -- Ted Zieglar "You can do it if you try." of it being a non-admin account or on the network?
