You might look in the "Accessibility options" - but beyond the magnifyer and such tools - I don't know of any native way to stretch the pictures and any other non-text on a web page (make them larger.) There are a few tools - none I can personal vouch for - that claim to "zoom" in for web pages and such (pictures and all.) May want to look into such software.
