Explorer.exe doesn't load unable to locate WININET.DLL

Default Explorer.exe doesn't load unable to locate WININET.DLL

I recently battled a spyware/virus combo and ran assorted programs and
apparently this file was lost in the cleaning process. Now I cannot
accsess anything in windows, safe mode gives me the same messaging and
I cannot run any programs. How do I go about reinstalling this file if
I cannot get into the windows desktop. I have the wininet.dll file on
a floppy disk that i downloaded from the web. Happy New Year, hope to
see some good news.
