I am having problems with a notification pops up each time I go to change
pages or just irratically comes up

It's in a box with the heading:
"Internet Explorer
Scripts are occasionally safe. Do you want to allow scripts to run? "

As I mentioned, these boxes are popping up everywhere, and each must be
granted to continue.

I have no idea what to do? It's just started .. haven't added any new
programs ... System Restore ( which is usually useless for getting a revert )
will not work to go back to an earlier time.
