Default 16 bit windows subsystem error

I've been trying to re-install The Sims and when I click on the install
button I get a "16 bit windows subsystem" error window that says,
"C:\DOCUMEN~1\OWNER\LOCALS~1\TEMP A temporary file needed for inialization
could not be created or could not be written to.Make sure that the directory
path exsists and disk space is Available. Choose 'close' to terminate the
application." I have no idea what to do, I had no problem when I installed it
the first time. I'm running xp that was already installed when I bought the
computer. I have been to the game company's site and they told me to go to
\windows\repair and copy the file config.nt from there to \windows\system32.
and to go to \windows\repair and copy the file autoexec.nt from there and put
it into \windows\system32. I have done that and still get the same message. I
have emptyed the Temp folder and there is plenty of disk space. Thanks in
advance for any help.
