auto turn off is disabled

Default auto turn off is disabled

hi,i cannot figure out what is going on.When i click the start menu the logg
off or turn off options come up,when i click on turn off,it goes to the usual
options,turn off,stand-by and restart.When i click on the turn off button,it
does the usual ending program bla bla bla,then it says program not responding
bla bla,so i click on the end now button as usual,then the message goes
away,and then nothing happens.i can then just continue using the pc as
usual,it has no affect on it at all.i tried system restore on 3 different
date configs,it goes through the normal process,and then restarts,but when i
log back in it says syatem restore cannot be restored to-whatever date has
been chosen-this has happened every time i have tried system restore.i would
gteatly appreciate any advice that u can give as i've tried everything i
know,thanks in advance to anyone who can help

what programs?
are not responding? shutting down?

when you click on the turn off button on the start menu,a message usually
comes up saying something to the affect that if u turn off now u will loose
any unsaved data.you have the option to leave it to save or you can end now.
(i am using xp home,im sure u have seen this message before,as mine has done
it ever since ive had my pc,and that is never a problem).then a message
appeares that says the its not responding and you can click on the end now
button (which my pc does occasionally and then continues normally,untill
recently),tha message then goes away,as it usually does,if it comes up,and
then my pc comes up with the option to restart,stand-by or turn off,i then
click on turn off.The screen then just goes back to my start up screen as if
id never even tried to turn it off,i can then use the pc as normal,if i
want.i can only turn it off manually.Normally i can just click on the turn
off options and walk away as it usually turns the pc off and then the
monitor.i kmow a bit about my pc,but this ones got me stumped
