Default Display Properties won't accept changes.

Throughout the display properties window many strange things are occurring.
On the Themes tab the preview changes and the apply greys out when clicked
but the machine itself will not actually apply the changes.
The Desktop tab does the same thing.
On the Screensaver tab the Screensaver itself works but the Power button
doesn't bring up the secondary window.
The appearance does the same as the Themes tab; the effects button doesn't
work the advanced does.
The on the Settings tab the resolution won't change nor will the bit rate
but the identify, troubleshoot and advanced buttons do work.
When opening the control panel at least one screen comes up for "Preparing
to install Money 2003." Another is behind it but I can't make it out.
I tried to use system restore but that doesn't work. I also tried msconfig
doing a diagnostic startup but the issues remain.
All this began after the owner left the machine out in the cold trunk of his
car. After bringing in the machine he let it warm up for 2 hours before
turning it on. But since that time it has displayed these issues. The
current installation is a bit over 2 years old. A format would be nice in my
opinion but the owner would 'prefer' it fixed.
