startup keeps going round in cycles,

First thought would be an app causing problems. Try booting into Safe
Mode, if that works ok, use Selective Startup and begin eliminating Startup
Items until you narrow down the culprit. More detailed info than "going
round in cycles" would be helpful, as well.
Heirloom, old and bet the Safe Mode
works

What is the last thing you see before the cycle restarts?

The blue screen for a second
have hit f8 & last good configeration

won,t work in safe mode either

have hit f8 & tried last good configeration

Hit F8 and if you have the option click Disable Automatic Restart after
system failure and see if you can see the BSOD.
