Cant Delete a Windows Media file

Default Cant Delete a Windows Media file

I have an avi movie in (my videos) which is shown as a windows media file.
I Cannot Delete the File, Move the File, View its propertie, rename it and
so on. In fact theres nothing at all i can do to the file.
When i try to delet or rename the file i get the following message "Cannot
delete ....... It is currently being used by another person or program."
I have tried deleting the file in safe mode but i get the same result.
I have scanned the file with my virus/trojan programs but they dont seem to
pick up any viruses or threats.
Is there anything i can do to delete this file
