I went to the FedEX website to get some rates and they have you
download a PDF file. Windows blocked it not only in just opening it
(good) but when I saved it to my hard drive, it will not open it there
either. The suggestion from Help is to go to Properties (of the file)
and Unblock it so it can be opened. I did that, but to no avail. I
tried emailing it to myself, but noooo. . Anybody have an idea? I
have SP2 and like that they are looking out for me, but come on. . .

Do you have Adobe Reader installed?

Yes I do now! Boy do I feel like a dufus on that one. However the
Windows Security Warning still comes up so I can't unzip the file to
read it.
