Default Audio/video in Windows Messenger

I've read in a couple of articles on the Microsoft web site that
administrator privileges are required in Windows Messenger to allow outgoing
audio/video calls to be made. These articles were about two years old. Is it
still the case that administrator privileges are required? Also, which
processes (if any) need to be unblocked in Windows Firewall?
