Default how to create an @msn or @passport sign in name?

I used to be able to make @msn and @passport accounts.. now I cant find a
way other to
make @hotmail accounts...

what do I have to do?

To make @msn.com Passports you'll need to use MSN Explorer (the older 8.0 version).
