A normal picture is made up of two sets of lines, odd and even, so the tv displays all the even lines and tehn all the odd lines. If you've ever worked on still pictures, when you save a jpeg it compresses the file and you get a smaller version. If you work on this jpeg and save it as a jpeg again it will recompress teh file and it will lose quality and get a fraction smaller, the more you do it the worse the quality gets. It's the same with mpegs.
