I tried both of these suggestions with no luck.
When I try to edit the newspaper picture, I get a big white box in the
middle of the picture. And I can't find the "title overlay" in the Timeline
view.

What am I doing wrong?

Well lets try this the easy way then.
First step is to click on "Make Titles or Credits"
Next you are asked where you want to add the title.
Click on Add "title on the selected clip" make sure you use the one that
says ON the clip not BEFORE or AFTER the clip.
Now the screen pops up for you to add text to the title, add your text and
click "Change the title animation".
Now select the Newspaper Title and click done.
Since you selected to place the title ON the selected clip it will now be
automatically placed in the Title Overlay portion of the timeline and the
clip that was selected when you started will appear in place of the blue
screen. In the Timeline view you can adjust the length of time as well as
the location of the title simply by clicking and dragging it as needed. Hope
that does it for ya.
