Is there a version of Windows Movie Maker for Windows 98? If so how do I go
about down loading it?

no there isn't... just runs on Windows Me (MM1) and XP (MM1 or MM2)

Not free from MS, you could use the likes of Ulead VideoStudio9 or Pinnacle
Studio 10, both are quite cheap, very good and do capture/edit/export/burn
to dvd.

Correct but read the box first and make sure whatever you buy truly is
Windows98 compatible.
