Default Getting full access to one of my computers on my home network

I want to know what I need to do to get FULL access to one of my computers on
my home network. As it is I can access everything on my computer downstairs
except for the admin's (which I am on both my computers) document and
settings folder. When I try to access it it gives my the message
"\\Downstairs\c\Documents and Settings\Scott is not accessible. You might
not have permission to use this network resource. Contact the adminastrator
of this server to find out if you have permission." I want to be able to
access every single file on my downstairs computer from my upstairs computer.

Any help will be greatly appreciated!!

That error message can be caused by several different problems. Start with my
troubleshooting guide, provide requested diagnostics if necessary:
