Default Enabling and disabling for limited a/c

I wanted to know how to allow 'limited user' on a Windows XP SP2 PRO to
enable and disable a LAN connection, because when a limited user logs on he
is not able to enable or disable the LAN connection in "network connection"
as its greyed out.I have disabled File and printer sharing so the question of
grouping is out.How to figure a solution for this.
Regards
