Default Xp Causes Network Performance issues?

A co-worker is going to a Sniffer class this week, and he is informing us
that XP has horrible Network Performance? Is this true? This is what he says
"
It looks like how XP handles off-line docs. You know, 'work-offline'...and
it re-establishes connection when the server becomes available. XP sparces
and stores doc info ALLOT ! "

and many other issues. Anyone hear anything of this crazy talk?
