our new toshiba laptop came pre installed with xp sp2. when i try to click on
help and support centre nothing happens |

Toshiba installs it's own version of Help & Support.
Try going to Start...Run...and type in SERVICES.MSC and press ENTER. Once in the dialog, search for the Help and Support service and try starting/enabling it. Consistently click on help and support, then if that doesnt work, restart
