Help no users on welcome screen

please could someone help my daughter has managed to disable all user
accounts including administrator so when i log on i get a welcome
screen with no users hey ho like i need this. Have tried safe mode no
good have tried safe mode with command prompt but it goes to welcome
screen, is there any way of getting the system restore to run so,s to
roll the system back? Have tried last good configuration in safe mode
with no success i just hope this isn't a reinstall any suggestions?

If you have disabled the built-in Administrator account, booting into
Safe Mode will automatically enable it again (temporarily, for that
Safe Mode session).

Boot into Safe Mode (tap F8 repeatedly as the computer is starting). If
no user logon appears in Safe Mode where you can type in the user
account name "Administrator" (or click on it), press Ctrl+Alt+Del
twice. That will get you the classic logon box where you can type in
"Administrator". Unless you set it otherwise, the default password is a
blank.
