Russian - Cyrillic Keyboard in XP

Default Russian - Cyrillic Keyboard in XP

I have new DELL notebook with Windows XP Home and Microsoft Office Small
Business installed
I'm trying to get to use Russian keyboard ... on previous computers I could
use Left-Alt Shift and toggle back and forth between U.S. and Russian keyboard
How do I get this Russian keyboard ability started on my new computer? I
tried going thru Control Panel and Add Language etc but it didn't make sense
to me and I still have only English
