To overcome it (albeit only temporarily) go to: right click My Computer, left click Properties, left click Advanced, left click Settings. Select "Adjust for best performance" or "Adjust for best appearance", click Apply and then OK (experiment with these settings). This seems to work for me every time - hope it works for you! Without knowing more information my FIRST suggestion would be check for malware ASAP.
