When I turn on my computer, I view a screen: “Search The Web”.

What can I do to prevent this?

You really haven't provided much information, but I'd guess your
computer has malware. Start your troubleshooting by making sure your
computer is 100% virus/malware-free:

I'm sorry I didn't give you more information.

I'm using Dell 4700 C, Windows XP, Internet Explorer 6.0.

I have Norton AntiVirus 2005 installed on my computer and I run Live Updates
regularly.

I was viewing a lot of Non Viral threats.

With the help of a Dell Technician, I installed Microsoft AntiSpyware Beta1.

That program removed all the Non Viral Threats. Now, when I use Norton
Antivirus to Scan My Computer, I view No threats found.

It has been since I installed Microsoft AntiSpyware Beta1, that I view:
When I turn on my computer, I view a screen: "Search The Web"

Although MSAS is a good program for a beta ("beta" means software that
isn't finished yet), it apparently was not enough to clean up your
machine because you still have malware. Here are general malware
removal steps:

If the steps look too complicated (and there is no shame in admitting
that), take the machine to a professional computer repair shop (not
your local version of BigStoreUSA).
