Occassionally, I receive something which should be photographs but instead
of seeing a picture, I see letters, numbers, and symbols. What's going on
and how can I see the picture? Thanks.

A plain dirty system. Clean out your cookies and temporary on and
offline internet files.
Open IE (Internet Explorer)>tools>Internet options>Delete Cookies and
then Delete files including offline content. Then:
Start>All Programs>Accessories>System Tools>Disk Cleanup
You should also run a malware/spyware app such as below:
Ad-Aware SE Personal Edition - Download Free version and Run It!
