Default Common File popup

Whenever I go into my windows XP home edition and its starts up a folder
called Common popups and I have to close it and it looks like it has nothing
in it. It keeps popping up everytime, How can I resolve this issue by making
it not pop up on the startup? It will not let me delete or move it. What to
do Please Help!

What is the exact file name?

Check in Msconfig for any oddities.
(Start-Run-MSCONFIG-Startup tab)
If you cannot see anything in Msconfig then:

Start-Run-msinfo32
Click the + beside Software Environment to expand.
Click Startup Programs
Ctrl+A to Select All, Ctrl+C to Copy.
Paste that information in your message.
