did you try to install ISP software under each User account?

THANK YOU! THANK YOU! I was trying to connect using my isp's shortcut icon,
but clicking start, connect to, and my isp WORKED! We can use it now! I can't thank you enough! It was such a little thing, but if you don't know it---you are doomed until someone helps you.
