Default Worm

Im 90% sure that I have a worm on my computer, the only thing I can
access is the internet, everything else (all applictions, right
clicking, my control panel, my computer etc.) dont work, All I can
access is My computer >> Manage, from right clicking (some things right
click, however not everything on the list does) Ive been onsafe mode and
control panel does not work there either. What do I do?

Ive read about creating new users but how can I do that if I cnt access
c.panel?
Also 'run' on the start button does not work, when I try to run any
application 'This file does not have a program associated with it for
performing this action. Create an association folder in the Folder
Options control panel' appears, I get this message on every exe I try
to run.

Would reinstalling windows help?

Please help.

Sounds more like the file association is kaput rather than a worm.
Try the "EXE file association fix" at this link.
http://dougknox.com/xp/file_assoc.htm
You may need to run more that just that one fix but start off with that one
first.
Click on it and select "open".
Good luck!
