I used System Restore to rid my system of the spyware program, yet I cannot
rid the Start Menu of two items (Online Security Guide & Security
Troubleshooting). These two items appeared along with the spyware program
that infected IE6 and captured my start page and wouldn't go away.

When all else fails, HijackThis v1.99.1
(http://aumha.net/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
