Follow these instructions at your own risk.
I assume no responsibility for any adverse outcome.
That said, I have experienced no problems doing it when system restore
has been turned off on all, or at least the selected drive.
Boot into safe mode and login as Administrator then right click on the
undesired folder (System Volume Information) and choose properties,
then owner, (I am advising this from memory so instructions may be
slightly off.) enter "Administrator" verify, and choose full control.
Apply to folder including subfolders. Once this is done you may delete
the folder.
