Disc Defra missing a file?

Attempting to run dis degrag and am told it is unable to run due to
c:/windows/inf/pchelth.pnf file is missing? Tells me I should run the
defrag program, but won't work because of above?

Am having continual problems with sytstem. When turning on PC, my Dell
montior continues to tell me it's in safe mode and to start from PC, but I
must restart PC at least 15 times before I get a windows screen.

I'm new to this group, but belive I will be begging for help to get this PC
back in shape quite a bit.
