Default defragmentation ruined my language settings

I defragmented my computer and now the icons and programs that are listed are
now listed in symbols or punctuation. I ran a virus scan and nothing, I
thought the language had been changed and I can't tell because the symbols
have destort everything listed and titled in english. it has casused me not
to be able to use the computer at all. I have my laptop and I can
communicate but I can't figure out what I did wromg to distort the language
display. What can I do to get the display to read english again, thanks for
advice anyone and everyone!
