Hello,
I had the same problem as you with my Inspiron 9100 (Pentium 4 Hyper Threading) with Windows XP home. I had a couple of other issues as well and after saving my pennies have now bought and installed XP Pro. SyncToy installed straight away and without any problems, so I guess the answer is to use XP Pro of you have Hyper Threading/multiple processors.
