When you double-click on a file, if there is no application associated,
it brings up a dialog box to allow you to choose which application to
use. At the bottom of that box, there is a checkbox to "always use
this application".

Double-click on a .jpg file and, when the dialog box comes up, check the
"always" box and then select the desired viewing program. Then click
OK, and your problem should be solved.
