Default MS Photo Editor - Picture resolution

You can change the photo resolution via File/Properties

However, when I open the picture again, the resolution has gone beck to the
original

Have I got this right?

Is there any standard M/S app that can change the resolution of a picture?

After you change something in File > Properties you must
then choose File > Save As or File > Save to change the file
on the hard drive. Else, you have only made the change on
screen.

It is safest to use File > Save As and provide an alternate
file name, creating a new file and leaving the original
unchanged.

i did actually save the file after changing but saved it with the same name
(over the original) - but since saving it with a new name it seems to work -
strange behaviour
