Yes, using System Restore was one of the first things I tried but no matter
how far back I took it (we were unsure of exactly when we lost printing) it didn't help. ANy other suggestions would be much appreciated as this problem is becoming VERY frustrating and i want to keep the limited accounts so we can use those to access the net and minimize potential virus damage. No.The Windows Firewall is turned off and I just use the TrendMicro one.

Are there any system event log entries when limited users attempt to print.
If you see anything with error 5 it's access denied. If the driver writes temp file make sure that where ever that location is users have access. Also verify that users have write access to \windows\system32\spool\printers log on as user and copy a file to this location.
