Add a printer - "operation could not be compelted"

Default Add a printer - "operation could not be compelted"

The other day I went to print and it said I didn't have a prnter installed. I
was confused by this as I printed a few days prior with no trouble. When I
went to the printer folder there was no printer. When I clicked to install,
it said "operation could not be compelted" before even launching the wizard.
When I go to File > Server Properties, it says the spool service is not
running. I tried to manually start it by doing ctrl+alt+dele then run >
spoolsv.exe but it would not start. Any ideas?

Oh, and an easy unrelated question... what do I run to adjust the services
that run on startup? I used to know it but I have forgotten.

The spooler runs as a service and has to be started from the
Administrative Tools/Services window. When the spooler is stopped,
other services dependent upon it will be stopped also. This would
include fax service. These dependent services would have to be
restarted individually after the spooler is restarted. You would
occasionally have to manually stop the spooler to delete print jobs
which hold up the queue. You would then go into
Windows\system32\spool\printers and delete the print job which
blocks the other jobs.
